About Us

At Oxfordshire County Council, we are committed to delivering services that make a real difference to our communities. Our parking enforcement service plays an important role in keeping Oxfordshire moving, supporting effective traffic management and ensuring parking controls are applied fairly and consistently.

We foster a collaborative and inclusive culture where colleagues are encouraged to bring their expertise, work openly with others and continually look for ways to improve the services we provide.

About the Role

This is an opportunity to take a senior operational role within Oxfordshire's civil parking enforcement service, providing specialist advice, supporting and developing colleagues and helping to shape the effective delivery and continuous improvement of the service.

Reporting to the Parking Enforcement Manager, you will provide guidance to the team and act as an escalation point for more complex enquiries, complaints and operational issues. You will supervise a Civil Enforcement Specialist and four Civil Enforcement Assistants, as well as overseeing work carried out by external contractors on the Council’s behalf.

You will help ensure that on-street enforcement, notice processing, permits and Park and Ride services operate effectively and in accordance with relevant legislation, national requirements and local policies. You will also work with a wide range of internal and external stakeholders to support coordinated and proportionate enforcement across the county.

What You’ll Bring

  • Significant experience of civil parking enforcement.
  • Detailed knowledge of civil parking enforcement legislation, processes and practices, including the Traffic Management Act 2004 and associated regulations.
  • Experience of working within the legal framework for Penalty Charge Notices, including Traffic Regulation Orders, enforcement processes and relevant back-office systems.
  • Strong analytical and problem-solving skills, with the confidence to make sound decisions on complex operational matters.
  • Excellent communication and interpersonal skills, with experience of working effectively with colleagues, contractors, elected members and other stakeholders.
  • Experience of using performance information and financial data to monitor services and support improvement.
  • The ability to support, coach and develop colleagues.
