About the Role
Are you passionate about helping people build confidence with digital tools? Do you enjoy turning new technology into clear, practical learning that helps colleagues do their best work? If so, this is an exciting opportunity to join Oxfordshire County Council as a Digital Engagement Specialist – Delivery.
In this role, you will design, curate and deliver engaging multi-channel learning paths for the Technology products used by council staff and councillors. Within the role you will be:
- Creating and maintaining engaging digital learning paths for council systems and tools.

- Working with product teams to understand release roadmaps and help embed new features and ways of working.
- Using usage data, service insight and feedback to measure impact and improve learning resources.
- Identifying opportunities to improve digital literacy and confidence across the organisation.
A key part of the role will be supporting Oxfordshire County Council’s preparation for Local Government Review (LGR), helping colleagues build the digital confidence, capability and readiness needed to respond positively to future organisational change.
You will work closely with Technology product teams to understand upcoming releases, shape digital adoption activity and ensure learning resources stay fresh, accessible and relevant. You will also use data, feedback, incident trends and problem information to continuously improve learning content and identify where extra support will make the biggest difference
About you
We’re looking for someone who combines curiosity, creativity and practical delivery. You’ll be confident working with colleagues at all levels, able to explain technology clearly and motivated by helping people feel more capable and confident in their work.
You’ll bring:
- An understanding of learning styles, digital adoption and engagement, and how to work with people to build confidence with new tools.
- Strong communication and interpersonal skills, with the ability to work collaboratively and supportively in a range of environments.
- Good organisational skills showing reliability and attention to detail.
- The ability to interpret usage data and turn insight into practical improvements.
- Experience delivering training, facilitation or learning support; using a range of approaches such as face to face training, remote and online sessions, e-learning and communities of practice
- A proactive approach to identifying digital skills gaps and improving learning resources.
Experience of working in a political or local government environment would be helpful, but is not essential.
